To provide a rolling bearing and a swinging cam mechanism capable of offering a follower roller hard to wear unevenly even if it is used in a swinging cam or a swinging arm.
The rolling bearing is equipped with an outer ring 34a installed concentrically with the center shaft 35 or the inner ring 34b, a plurality of rolling elements 34c arranged in the raceway 34h formed between the center shaft or inner ring and the outer ring in such a way as capable of making rotation round their own axes, a retaining member 34f to retain the rolling elements in the raceway at a specified spacing and retaining at least either of the rolling elements on the basis of the relative rotational difference between the center shaft or inner ring and the outer ring in such a way as capable of being positioned eccentrically in the first or the second position on the raceway, and a rotational load changing mechanism (34d, 34e, 34) to differ the rotational load of the rolling element in the first position from in the second position.
