An insert base 103 to which a post P can be inserted and fixed at a fixed angle of inclination to the horizontal direction is disposed on one side of the vertical fixed part 100. In use, a plurality of clamps 1 are fixed to a parapet A so that the post P is projected onto a roof floor surface area inside the parapet, and the main rope L is fixed to or passed through a ring part R of each post P.
