A sensor information acquiring part 101 acquires position information showing the position of a user, a history attribute information generating part 105 generates history attribute information showing movement history of the user on the basis of the acquired position information, and a sensor control part 110 controls a plurality of sensors 301 to 303 on the basis of information obtained by associating history attribute information stored in a sensor control rule part 109 and the sensor control part 110 with operation contents of the plurality of sensors 301 to 303 and the history attribute information generated by the history attribute information generation part 105.
