PROBLEM TO BE SOLVED: To apply paste to a sheet to be a paste coating object so as to exhibit adhesive force in short time immediately after adhesion processing, and to obtain moderate adhesive strength after the sheet becomes a finished product.SOLUTION: In a paste applying part 123, paste A is applied to a paste applying area PA of an envelope sheet PE so as to provide: a main adhesive part Aa which is coated with a thickness required for mainly adhering the paste applying area PA with an adhered area PB after sheet adhesion processing; and a tentative adhesive part Ab which is coated thinner than that of the main adhesive part Aa by a predetermined height so that the paste applying area PA and the adhered area PB are temporarily adhered to each other in short time immediately after the sheet adhesion processing. Then, the adhesion processing is performed by adding a predetermined pressure in a state of bringing the paste applying area PA into contact with the adhered area PB in the envelope sheet PE in a state of including a content P by a sheet adhesive part 125.
