PROBLEM TO BE SOLVED: To provide a speed control device capable of setting an appropriate maximum speed in accordance with an ambient condition.SOLUTION: An electric wheelchair 100 includes an operation lever 103 for adjusting a travel speed of the electric wheelchair 100. An arithmetic device 1 included in the electric wheelchair 100 includes a setting part 11 for setting an upper limit of a travel speed in accordance with an ambient degree of congestion of the electric wheelchair 100, and a control part 12 for controlling a travel speed of the electric wheelchair 100 on the basis of adjustment with the operation lever 103 so as not to exceed the upper limit set by the setting part 11. When changing a travel speed of the electric wheelchair 100 with setting change of an upper limit Vmax by the setting part 11, the control part 12 gradually changes the travel speed to a target speed newly set with setting change of the upper limit Vmax.SELECTED DRAWING: Figure 2
