PURPOSE: To heighten the strength by a method wherein granulated matters made by pulverizing rubber that is mainly composed of at least one of BR, NBR, EPDM, SBR and NR, αβ unsaturated fatty acid metallic salt, organic peroxide and filler are combined with resin binder.
CONSTITUTION: Rubber that is mainly composed of at least one of BR, NBR, EPDM, SBR and NR, αβ unsaturated fatty acid metallic salt, organic peroxide and filler and is usable, for instance, for making golf balls is pulverized, and granulated matters 2 in 0.05-30.00mm grain sizes are formed. Then, the granulated matters 2 are mixed with resin binder made of such materials as urethane resin, acrylic resin, epoxy resin and vinyl acetate resin, with air holes 4 provided appropriately, so that the air and water permeabilities can be maintained. Then, a pavement block 1 is made by molding the mixed material into a block shape.
