To reduce power consumption without decreasing comfort of a toilet seat device equipped with a heater.SOLUTION: A toilet management system managing a toilet seat device equipped with a heater includes: a person information acquisition part which acquires person information about at least either presence/absence of a person in a building having a toilet provided with a toilet seat device and presence/absence of a person in a prescribed zone including the building; a temperature information acquisition part acquiring temperature information about at least either environmental temperature of the building or environmental temperature of the toilet; and a temperature adjustment control part performing temperature adjustment control of the heater on the basis of preset temperature of the heater, the person information, and the temperature information.SELECTED DRAWING: Figure 4
