To provide a toilet seat device and a toilet bowl device capable of accurately positioning and placing a top cover with respect to a casing.SOLUTION: The toilet seat device includes a casing 4, a toilet seat, and a top cover 6. The toilet seat is attached to the casing 4. The top cover 6 covers the top face of the casing 4. The casing 4 has a vertical surface 501 extending downward from the edge of the upper surface of the casing 4. The top cover 6 has a cover portion 60, a hanging piece 61, and a rib 64. The cover portion 60 covers the top face of the casing 4. The hanging piece 61 protrudes downward from the cover portion 60 along the vertical surface 501.
