A selection part 1 inputs the traffic information 7 of plural links and selects and outputs the traffic information 8 of the link inside a prediction object area and the traffic information 91-9m of the links inside the (m) pieces of peripheral areas. An object area traffic information calculation part 2 calculates area traffic information 10 from the received traffic information 8 of the link inside the object area and outputs it to an object area storage part 4. Peripheral area traffic information calculation parts 31-3m calculate the traffic information 111-11m of the area from the received traffic information 91-9m of the links inside the peripheral areas and respectively output them to peripheral area storage parts 51-5m. A prediction part 6 receives the traffic information from the respective storage parts 4 and 51-5m every time the traffic information of a new area is inputted to the respective storage parts 4 and 51-5m, performs prediction from the received traffic information and outputs the predicted traffic information 12 of the area.
