A transfer device includes first session management table registering means for registering the session information in accordance with address information of a packet received from a network into a first management table, an access number counting means for counting the number of accesses to a server from a terminal in each session between the terminal and the server, second session management table registering means for registering session information whose access number is comparatively large into a second management table based on the access number in each session counted by the access number counting means, and a session managing means for performing session management between the terminal and the server using the session information registered in the first management table and the second management table.
