To construct a system which can replenish the underpower of an operating non-utility power generation facility, and underpower at the maintenance of the facility for a user of the operating non-utility power generation facility at a relatively low cost, in an atmosphere where a non-operating non-utility power generation facility exists.
In the system, the non-operating non-utility power generation facility, the operating non-utility power generation facility, and a control device which determines the maintenance time of the operating non-utility power generation facility are connected to one another via a network; a monitoring device is arranged at each operating non-utility power generation facility; operation state data, including the acquisition information of the operation state monitoring device, the total operation time of each operating non-utility power generation facility and an operation time from preceding maintenance, a trouble occurrence status, and an analysis result are stored in a power generation facility state database and a past trouble accumulation database; the presence and absence of a trouble generation sign of the operating non-utility power generation facility is predicted from each data; the maintenance time of each operating non-utility power generation facility is determined so that the period does not overlap the maintenance time of the other operating non-utility power generation facility; the non-operating non-utility power generation facility is operated; and thus underpower at the maintenance time is replenished.
