An urgent report system terminal unit loads an auxiliary battery 19 and a power controller 18 periodically measures the power voltage of the auxiliary battery 19. In the power controller 18, a driving circuit 182 supplies power from the auxiliary battery 19 to a load 183 at the time of detecting the power voltage of the auxiliary battery 19. At that time, current flows in a resistor 1841 and a resistor 1842. A comparator 1843 compares voltage supplied from the side of a power detection means 181 as reference voltage with potential from the side of the load 183. A power detection means 181 outputs a signal showing the abnormality of the auxiliary battery 19 to an abnormality transmission means 5 when it judges by potential which is fed back that the voltage of the auxiliary battery 19 is lower than the prescribed.
