Abstract:

To convert an inversion state of a monitored image into a normal state without generating a temporal increase in a data amount in data after compression encoding, even when the monitored image is inverted.

A monitoring video transmission device 2 inputs temporally continuous monitored video data taken by a monitoring camera 1 during a tilt operation into a compression encoding processor 22 as it is for compression encoding, and determines whether or not a tilt angle exceeds 90 degrees at a rotating angle determination processor 27 based on camera control data transmitted from an operator 6. When the tilt angle exceeds 90 degrees, an inversion bit "1" is added to a user range of compression-encoded video data. On the other hand, a monitoring video reception device 4 decodes encoded video data transmitted from the monitoring video transmission device, determines whether or not the added inversion bit "1" is in the user range of the encoded video data, and performs inversion processing of the decoded video data when the bit is present.
