A user who contributes a voice message bulletin board transmits an encoded voice message and its title together with reproduction permission information to a server 1 from an information processing terminal 2, etc. The server 1 stores the encoded voice message, the title and the reproduction permission information. The server transmits menu information to a terminal concerning a user requesting to hear a voice message. When the user selects a particular voice message on the basis of the menu, the server recognizes the user who has requested the voice message, and decides the acceptance/rejection of transmission of the voice message in accordance with whether or not the user is designated with the reproduction permission information. The voice quality is changed in accordance with the reproduction permission information with respect to all users or the particular user, and the voice message is subsequently transmitted.
