To require only small storage capacity, to facilitate the addition and the change of a message and to improve extensibility and versatility.
A judgment part 2 judges whether the output signals of various sensors, which are inputted from a detection part 1, are in fire initial states or not based on respective references. A detection state code corresponding to the judged result is outputted. An output part 3 stores plural sound segments in a storage area designated by a sound segment address and stores the combination of the sound segments against the detection state code. When the detection state code is inputted from the judgment part 2, the combination of the sound segments against the detection state code is decided. The sound segment is read from the designated address and it is outputted by sound.
