PURPOSE: To prevent re-sticking of water drop by absorbing the water drops sticked on the surface of running linear conductor such as insualted wire or the like, which has been cooled during passing through a water tnak after being insulatedly covered by a platic covering extruder, by reduced pressure absorption process, and capable of effectively using required amount of air.
