PROBLEM TO BE SOLVED: To provide a wet type image forming apparatus that has low fixation strength, and can prevent the formation of images with low transparency and suppress an offset phenomenon in which toner particles are attached to a fixing member.SOLUTION: A wet type image forming apparatus 100B includes an intermediate transfer body 30 that carries a toner image containing toner particles charged to a first polarity and a carrier liquid, a transfer roller 40 that transfers the toner image 93 onto a transfer surface 91 of a recording medium 90, charging means 61 for charging the transfer surface 91 to a second polarity opposite to the first polarity, and fixing means 2 for fixing the toner image 93. The fixing means 2 includes non-contact heating means 70. The non-contact heating means 70 heats the toner image 93 while the toner particles charged to the first polarity are electrostatically adsorbed on the transfer surface 91 charged to the second polarity to form the toner particles into a film so that the toner particles are separated from the carrier liquid, and thereby fixing the toner particles formed into a film to the transfer surface 91.
