To provide a winding device of turret type capable of winding a bundle of fibers continuously by switching winding spindles, increasing its speed by revolution speed by a turret member when using a turret, and preventing excessive tensile force from acting on a package and to provide a producing method for the package of bundles of fibers.

In this winding machine of revolving type constituted by arranging a pair of spindles having axial lines being parallel for each other at symmetrical positions on the same circumference across the center of the turret member to wind bundles of fibers by the pair of spindles alternately, positions of the winding spindles are replaced with positions of stand-by spindles by rotating the turret member, and rotational speed of the winding spindles is reduced in accordance with turn of the turret member when switching the winding spindles.
