Provided is a winding device 1 for winding an electrode sheet 3 (belt-like member) onto a winding core 2, which is equipped with: a first driver 11 which rotates a drive pulley 10 (drive rotor); a second driver 21 which rotates a spindle pulley 20 (spindle rotor) having an axial cross-sectional shape similar to an axial cross-sectional shape of the winding core 2; a driving belt 50 (annular member) which is stretched over each pulley 10, 20; and a controller 60 which controls each driver 11, 21, in which the spindle pulley 20 and the winding core 2 are constituted to rotate in an interlocked manner, and output torque of the second driver 21 is set smaller than an output torque of the first driver 11 by torque adjusting means 62 of the controller 60.
