PROBLEM TO BE SOLVED: To provide a communication controller capable of appropriately performing changeover of radio communication.SOLUTION: A communication device 300 for performing radio communication by performing changeover between first radio communication performing radio communication with a server 400 by using a first radio communication system and second radio communication performing radio communication with an on-vehicle communication apparatus 200 mounted on a vehicle 1 by using a second radio communication system differing from the first radio communication system includes a communication controller comprising: acquisition means 340 for acquiring awake information showing a driver's awake state; and control means 340 for controlling changeover between the first radio communication and the second radio communication. The control means 340 determines, on the basis of the driver's awake information, whether or not the driver has changed into a doze state; and changes over the communication device 300's radio communication from the first radio communication to the second radio communication, when it is determined that the driver has changed into the doze state.SELECTED DRAWING: Figure 1
