PROBLEM TO BE SOLVED: To provide a recording medium production method and a recording medium production device which make it possible to form a relatively thick recording layer on a base material easily and quickly.SOLUTION: A recording medium production method has a first step of attaching a fiber-containing material containing cellulose fiber and resin onto a base material by static force to form a first layer, and a second step of attaching the fiber-containing material to the first layer by the static force to form a second layer.
