To obtain a lightweight ceramic block which excels in strength and freeze damage resistance while having water permeability and water retention property in combination and can be laid even on the roof of an existing building by low-temperature firing using waste products as raw materials.
The ceramic block is composed of a structure integrated with an upper surface layer which is composed of a structure fused by firing at 750 to 900°C with aggregate by a glassy material containing a crystal of devitlite and β-wollastonite obtained by using waste cement materials containing soda ash-based waste glass and calcium silicate hydrate as raw materials and has a water permeable function and a lower base layer of a foam glass base which is obtained by using waste glass composed of a carbonate mineral as a foaming agent in raw material and has the water retaining function.
