The purpose of the present invention is to provide: an adhesive film for touch panels, which is less corrosive to metals, has excellent adhesiveness, and is capable of suppressing the occurrence of malfunction of a capacitive touch panel over a wide temperature range from low temperature to high temperature; and a laminate for touch panels, which comprises this adhesive film for touch panels. An adhesive film for touch panels according to the present invention is provided with: an adhesive layer that is formed by curing a coating film that is formed from an adhesive layer-forming composition; and a releasing film that is arranged on at least one surface of the adhesive layer. The temperature dependence of the relative dielectric constant of the adhesive layer as determined by a temperature dependence evaluation test is 30% or less, and the acid value of the adhesive layer is 0.5 mgKOH/g or less. The adhesive layer-forming composition contains a polymer that has a specific repeating unit and a specific terminal structure, and the content of the polymer (A) in the adhesive layer-forming composition is less than 30% by mass.
