[Problem] To provide an apparatus and a method with which it is possible to convert plastic to oil with a simpler configuration, higher decomposition efficiency, and higher safety. [Solution] According to an oil conversion apparatus 100 and a method therefor, steam at 100-130°C is injected into a reaction tank 10 heated to 400°C or higher (preferably 400-500°C), so that the steam becomes subcritical water 1, an object being treated is converted to oil, substances that are vaporized, such as an oil fraction, are discharged as vaporized substances to the outside of the reaction tank 10 by a discharge means 40, and substances that are not vaporized remain as solid matter inside the reaction tank. At this time, the discharge means 40 keeps the pressure inside the reaction tank 10 at substantially normal pressure. Therefore, since it is not necessary to increase the strength of the reaction tank 10, the oil conversion apparatus 100 can be simplified, production costs can be reduced, and an oil conversion apparatus and oil conversion method that are safer and enable a higher decomposition efficiency can be achieved.
