The present invention makes it possible to prevent scale from adhering to the inside of piping constituting a water passage system, plate surfaces in a heat exchanger, and the like, thereby preventing deterioration of the power generation capacity in binary power generation. A scale inhibiting agent, which is mainly composed of a silicon oxide (SiO2) and a sodium oxide (Na2O), is lump-shaped, and has 1-1.5 mm deep cracks in the top and bottom surfaces, is introduced into a circulation flow path 7 in a hot water circulation system 5 and into a circulation flow path 13 in a cooling water circulation system 10. Moreover, solid-liquid separation devices 20 are installed at appropriate locations in the circulation flow path 7 in the hot water circulation system 5 and in the circulation flow path 13 in the cooling water circulation system 10, the solid-liquid separation devices 20 each housing a plurality of filter materials, which have a diameter of 12 mm and a length of 12 mm, and are provided with a plurality of rectangular water-flow inlets in a staggered pattern along the circumferential direction and water-flow regulating plates each curved in a semi-circular shape and extending inward from a short side of the respective water-flow inlets.
