A building display screen-based water quality warning system and method. The system is characterized in that: when the in-situ water quality of a certain water quality monitoring station in a certain city exceeds a warning water quality standard, a water quality warning platform (101) can calculate linear distance between position information of buildings where registered building display screens (102) in the city are located and position information of the water quality monitoring station of which the in-situ water quality exceeds the warning water quality standard, and after it is determined that there is a target building display screen (102) from which the linear distance to the position information of the water quality monitoring station is less than a specified threshold and that the target building display screen (102) is in an operating state, send by means of Internet of Things to the target building display screen (102) water quality warning information including the position information of the water quality monitoring station of which the in-situ water quality exceeds the warning water quality standard; the target building display screen (102) outputs the water quality warning information. The system and method can perform timely warning of water quality exceeding a standard, and ensure the water safety in the city.
