A communication control method according to an embodiment of the invention is used in a mobile communication system comprising: a to-be-disabled base station that is to disable a to-be-disabled cell that is the cell of this base station; and a to-be-expanded base station that is to perform a cell expansion to complement the to-be-disabled cell. The communication control method comprises: a step in which the to-be-disabled base station transmits list information, which is used during operation of the to-be-disabled cell and held by the to-be-disabled base station, to the to-be-expanded base station before the performance of the cell expansion; and an operation step in which the to-be-expanded base station operates, on the basis of the list information, a to-be-expanded cell the coverage of which has been expanded.
