Abstract:
The present application relates to the technical field of communications, and provides a communication method and apparatus, for use in solving the problem that subsequent handover cannot be completed in the case of multiple consecutive handover failures. In the method, when the number of consecutive handover failures of a terminal reaches a preset number, NCCs of the terminal and a network side of a mobility management network element may not be synchronized. In this case, the mobility management network element can reset the NCCs of the terminal and the network side of the mobile management network element to an NCC of an initial value by triggering a re-authentication process of the terminal, thereby ensuring that the NCCs of the terminal and the network side of the mobility management network element are synchronized to avoid subsequent handover failures.
