A content distribution server is characterized in having a load information exchange and storage means for storing load information (own-server information) of this content distribution server (first content distribution server), and for receiving and storing load information (other server information) from another content distribution server on a network; a determination means for determining whether or not an available resource of the first content distribution server exists on the basis of the own-server information; a selection means for selecting, on the basis of the own-server information and the other server information, at least one content distribution server with a load lower than the first content distribution server from among other content distribution servers when the determination means has determined that available resources do not exist; and a redirection means for requesting, from the selected other content distribution server, distribution of content requested by the content distribution request to the user terminal that has transmitted the content distribution request.
