A cooler which has excellent drainage performance during defrosting operation and which maintains a high heat transfer efficiency by keeping frost formation and refreezing from affecting heat transfer, a manufacturing method of said cooler, and a refrigerator provided with said cooler are provided. This cooler is provided with multiple fins 22 arranged in parallel separated by a prescribed interval, and with heat transfer tubes 21 arranged in multiple stages and rows and passing through the fins 22, wherein the fins 22 disposed in the various stages of the heat transfer tubes 21 are independent of each other in the upper and lower stages, the surface of the fins 22 is subjected to hydrophilic treatment, and, on the bottom side of the fins 22, an inclined portion 23 is provided inclined with respect to the horizontal plane. Thus, it is possible to improve drainage performance of the cooler 20, to suppress formation of frost and refreezing of water after defrosting, and to favorably maintain the heat conversion performance of the cooler 20.
