The present technology relates to a display control device and a display device which make it possible to improve the contrast of a display image without increasing the total amount of power consumption due to displaying when an image is divided into a plurality of areas and each of a plurality of display control devices controls the display of each area of the image. When the image is divided into a plurality of areas and displaying an image of each area is controlled by each of a master controller and a slave controller, a target average value calculation unit selects an image of one area among the plurality of areas as a subject to be display-controlled and calculates a target average value that is an average value of the luminance of the subject to be display-controlled. A data communication unit acquires, from the slave controller, an untargeted average value that is an average value of luminance for each of the image areas other than the subject to be display-controlled in the image. The total average value calculation unit calculates the total average value, which is an average value of the total luminance of the image, on the basis of the target average value and the untargeted average value. The present technology can be applied to, for example, a display system or the like.
