A display panel, a manufacturing method thereof, and a display device. The manufacturing method comprises: sequentially forming a sacrificial layer (2) and a flexible substrate (3) on a surface of a side of a rigid base plate (1); forming a connection-via pair in the flexible substrate; forming a conductive layer on the flexible substrate, and forming connection portions (41) corresponding to connection vias (31) by means of a patterning process; forming a leveling layer (5) for filling the connection vias; forming driving circuits corresponding one-to-one to the connection-via pairs on the flexible substrate, and forming a driving chip (16) on a side of the driving circuits facing away from the flexible substrate, the driving chip (16) being electrically connected to the driving circuits; separating the sacrificial layer from the flexible substrate; and forming a micro LED device (17) on a surface of the flexible substrate facing away from the driving circuits, the micro LED device (17) being electrically connected to the connection portions. The flexible substrate and the leveling layer provide good protection, avoid the possibility of metal fracturing during a peeling process, and facilitate manufacturing of double-sided backplanes for display panels.
