The present invention provides a dual-polarized radiation apparatus, comprising a metal reflective plate, an insulating dielectric, and at least one dual-polarized element. The insulating dielectric and the dual-polarized element are located on the same side of the metal reflective plate; the dual-polarized element comprises a plurality of radiation arms; the insulating dielectric is long strip-shaped, and the insulating dielectric and the radiation arms are all disposed on the metal reflective plate; the distance between the insulating dielectric and the metal reflective plate is less than that between the radiation arms and the metal reflective plate. According to the dual-polarized radiation apparatus of the present invention, the resonance length and balun height of the radiation arms of the dual-polarized element can be improved equivalently, so as to implement small cross-section and low-profile design of the dual-polarized radiation apparatus. Correspondingly, the present invention also provides an antenna, which uses the dual-polarized radiation apparatus, so that the antenna is miniaturized and convenient to install. In addition, the present invention also provides a base station using the antenna.
