An efficiency map generation device (100) is provided with: a total torque command value detection unit (111), which generates an efficiency map for a plurality of motors (M) connected to drive wheels of a moving body, and which detects a total torque command value that has been inputted with respect to the plurality of motors (M); a torque distribution unit (112), which, on the basis of the total torque command value, distributes torque in a plurality of combinations to each of the plurality of motors (M); a power consumption detection unit (113), which detects the power consumption of the motors (M); a rotational speed detection unit (103), which detects the rotational speed of the motors (M); and an efficiency map generation unit (114), which generates a motor efficiency map (115) on the basis the torque, power consumption and rotational speed in a plurality of combinations.
