An efficient low-resistance exhaust gas scrubbing apparatus and exhaust gas scrubbing method. By means of regular ultrasonic cleaning of a fine filter (520), an increase in an air flow resistance due to the accumulation of impurities can be avoided, and the fine filter (520) can also be regenerated. A filler is a semi-dry filler, and an exhaust gas treatment manner is a semi-dry treatment manner. Salt efflorescence due to alkali absorption occurs on filler surfaces of a lower-section filler layer (600) and a middle-section filler layer (700), which can effectively ensure the adsorption effect and also avoid a large amount of resistance generated by liquid flows and liquid clusters caused by a conventional spray tower. The efficient low-resistance exhaust gas scrubbing apparatus can achieve efficient treatment and low resistance of an exhaust gas, and the apparatus can easily achieve standardized production and mounting, thereby solving the problems of the existing organic exhaust gas engineering design and construction having a high cost, a large floor space, a low efficiency, etc.
