Abstract:
The purpose of the present invention is to provide: a flexible fiber treating agent that can improve the morphological characteristics of elastic fibers; and elastic fibers that have the elastic fiber treating agent adhered thereto. This elastic fiber treating agent is characterized by containing at least one smoothing agent (A) selected from mineral oil, silicone oil, and ester oil, water (B), and an organic phosphate ester salt (C).
