The present invention addresses the problem of providing: a treatment agent for elastic fibers, said treatment agent being capable of reducing the variation of friction of an elastic fiber; and an elastic fiber to which this treatment agent for elastic fibers adheres. The present invention provides a treatment agent for elastic fibers, said treatment agent containing a smoothing agent and an alkyl phosphate ester compound, and being characterized in that: the alkyl phosphate ester compound contains a specific phosphate ester Q1, and at least one phosphate ester that is selected from among specific phosphate esters Q2 and specific phosphate esters Q3; and with respect to the P nuclear NMR measurement of the alkyl phosphate ester compound, which has been subjected to an alkali overneutralization pretreatment, the P nuclear NMR integral ratio belonging to the phosphate ester Q1 is from 15% to 60%, if the total of the P nuclear NMR integral ratios belonging to the phosphate ester Q1, the phosphate ester Q2, the phosphate ester Q3, phosphoric acid and salts thereof is taken as 100%.
