Abstract:
An encoding device (100) converts and encodes an image block to be encoded and comprises a circuit and a memory. The circuit uses the memory and, if the size of the block to be encoded is a first size, determines a plurality of first conversion base candidates, and uses the conversion bases included in the determined plurality of first conversion base candidates to convert the block to be encoded. If the size of the block to be encoded is a second size which is larger than the first size, the circuit determines at least one second conversion base candidate that is different from the plurality of first conversion base candidates, and converts the block to be encoded by using the conversion base included in the at least one determined second conversion base candidate.
