Provided is an excavation and agitation implement that is inexpensive and has a simple structure but can still uniformly spray and spread an improvement material across an entire improvement diameter regardless of the size of the improvement diameter or the quality of the ground and produce a quality improved body of uniformly agitated and incorporated improvement material and excavated and agitated earth.　The present invention comprises an excavation and agitation shaft that extends in the vertical direction, an excavation blade that excavates the ground, a rectification body that is provided to an outer circumferential end of the excavation blade, and a discharge port that discharges an improvement material toward a rearward space that is to the rear of the excavation blade in the excavation and rotation direction thereof and is demarcated by a plurality of surfaces that include at least a back surface of the excavation blade and an inner surface of the rectification body. The improvement material discharged from the discharge port is guided over the entire excavation blade in the radial direction by a rear flow of excavated earth that flows rearward over the rotating excavation blade.
