A floorboard laying device and a floorboard laying method, relating to the technical field of building construction devices. The floorboard laying device comprises at least one floorboard laying unit, the floorboard laying unit comprising a transferring mechanism, a clamping mechanism, and a fitting mechanism. The clamping mechanism can clamp the sides of a floorboard to be laid having fitting slots; the fitting mechanism is used for driving the clamping mechanism to rotate relative to the transferring mechanism; and the transferring mechanism is used for driving the clamping mechanism to drive the floorboard to be laid to slide on the surface of a laid floorboard and slide off from the edge to achieve long-side alignment. After long-side alignment, the fitting mechanism drives the clamping mechanism to rotate downward from a preset angle, and the clamping mechanism applies, to the floorboard to be laid, a pressure in the direction perpendicular to the side, so as to achieve long-side fitting.
