The present invention relates to a fluid heating heater and a driving control method for the fluid heating heater, the method comprising: a fluid heating heater driving step of driving the fluid heating heater; a fluid flow rate normality/abnormality determination step in which a heating element generates heat according to the driving of the fluid heating heater and whether a fluid flow rate is normal is determined on the basis of a resistance change value of the heating element; and a fluid heating heater driving/non-driving determination step of determining, according to the determined normality/abnormality of the fluid flow rate, whether to drive the fluid heating heater. According to the present invention, whether a fluid flow rate is normal is quickly determined by measuring a resistance change value of a heating element, and whether to drive a fluid heating heater is quickly controlled in response to the determination result.
