An illumination control device (10) comprises: a storage unit (13) that stores information relating to multiple kinds of illumination, and an image content; and a processing unit (11). The information relating to the illumination includes a background image including an object to be irradiated that is irradiated with light of an illumination apparatus (30), spatial information indicated by the background image, and positional information of each of multiple virtual illumination apparatuses (30a) disposed on the background image. The processing unit (11) synthesizes information relating to two or more kinds of illumination out of the information relating to the multiple kinds of illumination into one, thereby generating synthesis information synthesized into one. The processing unit (11) generates, as one illumination scene, multiple illumination scenes that can be reproduced as light staging in which two or more objects to be irradiated are irradiated by multiple illumination apparatuses (30) corresponding to the multiple virtual illumination apparatuses (30a) included in the synthesis information on the basis of the synthesis information and the image content.
