Abstract:
Provided are an image coding and encoding method, device and system, and a storage medium. The method comprises: determining location information of a target reconstructed image block for a current image block to be encoded, wherein the target reconstructed image block is used to determine motion information of the current image block; determining a first set of transform kernels according to the location information of the target reconstructed image block; and performing, according to the first set of transform kernels, transformation on a residual signal of the current image block to obtain a transformation coefficient, thereby reducing encoding complexity, and increasing encoding efficiency.
