An image compression device (200), comprising: a first quantizer (210) for executing a quantization mode (1) for quantizing a plurality of pixel values, using two values A1 and B1 where A1B2, within two regions defined by A2 and B2; and a compression data generator (240) for generating compression data including a quantization value quantized in a quantization mode selected according to a value A and a value B, wherein the compressed data generator (240) generates the compression data by storing A1 for A when the quantization mode (1) is selected and storing A2 for A when the quantization mode (2) is selected, and by storing B1 for B when the quantization mode (1) is selected and storing B2 for B when the quantization mode (2) is selected.
