Abstract:
A difference detection unit (130) compares a captured image (811) divided into a plurality of blocks with a previously captured image (812) to be compared with the captured image (811), on a block by block basis, and detects a block having a difference from the previously captured image (812) as a difference block. A difference block selection unit (140) selects, from difference blocks, one or more difference-to-be-transmitted blocks that are encoded and transmitted. A cyclic block selection unit (160) selects, from cyclic blocks other than the one or more difference-to-be-transmitted blocks among the plurality of blocks, one or more to-be-cyclically-transmitted blocks that are encoded and transmitted. The total value of code amounts obtained by encoding each of the one or more to-be-cyclically-transmitted blocks is in a range between a lower limit value and an upper limit value.
