The present invention comprises: a first evaluation function minimization unit (101) that generates a first corrected image in which blurring of an input image is corrected, by using a first evaluation function that has a higher evaluation value the smaller the change in pixel values of a plurality of pixels, for an input image including the plurality of pixels, and finding a latent image from before the blurring was included in the input image, from the input image; a second evaluation function minimization unit (102) that generates a second corrected image in which blurring of the input image is corrected, by using a second evaluation function that has a higher evaluation value the larger the change in pixel value for the plurality of pixels in the input image and finding a latent image from the input image; a weight value identification unit (103) that identifies a weight value for each of the plurality of pixels such that the weight for the second corrected image increases the greater the variation in pixel value for the pixels inside a target area; and a weighted addition unit (104) that uses the weight values corresponding to each of the plurality of pixels and performs weighted addition of the first corrected image and the second corrected image.
