Disclosed is an image processing device capable of promoting an increased reduction in energy consumption by reducing the backlight brightness and by changing the frame frequency according to the backlight brightness. A brightness control unit (5) sets the brightness of a display (11) to a low lighting level when no operation is detected for a prescribed period of time in a moving picture drawing process, and sets the brightness of the display (11) to a full lighting level when the prescribed period of time of no operation is not detected and user operation is detected. A moving picture processing means (8) performs decoding at a normal frame rate when the brightness control state of brightness control unit (5) is full lighting and performs decoding at a low frame rate when the brightness control state of the brightness control unit (5) is low lighting. A display control unit (9) displays the moving picture data decoded by the moving picture processing means (8).
