In this individual certifying body, a relief layer and a metal layer constitute an optical security patch that includes a first part including an alteration section and a part of the relief layer overlapping the alteration section as viewed from the thickness direction of a recording layer, and a second part including a non-alteration section and a part of the relief layer overlapping the non-alteration section as viewed from the thickness direction. When seen from the thickness direction, light incident on the first part is transmitted through the first part, and the second part absorbs light incident on the second part and thus hides a recording section. When seen from a direction crossing the thickness direction, light incident on the optical security patch is emitted as diffracted light through the first part and the second part.
