A learning device according to the present invention is provided with: an obtaining unit that obtains learning data that are sets of input images for learning and annotation images, the annotation images being images in which three or more classes to be used in semantic segmentation are specified in relation to the input images for learning; an image generating unit that generates tentative annotation images in which at least two classes among the three or more classes specified in the annotation images are integrated, the tentative annotation images thus having a smaller number of classes than the annotation images; a tentative learning unit that learns a tentative machine learning model configured in accordance with the number of classes in the tentative annotation images by using tentative learning data that are sets of the input images for learning and the tentative annotation images, thereby adopting the tentative machine learning model as a learned tentative machine learning model; a machine-learning-model generating unit that generates a machine learning model configured in accordance with the number of classes in the annotation images by using at least a portion of the learned tentative machine learning model; and a main learning unit that learns the machine learning model by using the learning data, thereby adopting the machine learning model as a learned machine learning model.
