Abstract:
An apparatus and a method, wherein at a receiving end, characteristic parameters can be used to reconstruct images that are not received, thereby sufficiently expressing motions at the receiving end, even when the transmission rate of a transmission path is so low that no sufficient number of frames can be obtained, to improve the quality of the moving images. There are included a decoder (200) for receiving a bitstream, which has been obtained by compressing/encoding a moving image, to reconstruct a picture from the received bitstream; a characteristic parameter extractor (210) for extracting characteristic parameters from the reconstructed picture; and a moving image reconstructor (212) for performing, by use of past, future or both of characteristic parameters, a predetermined processing to reconstruct a picture that is not received.
